On SSDI, wheelchair ramp blocks basement furnace access. Repairman can’t service. Any HEAP for accessibility in NY?

HEAP’s Health & Safety fund covers ramp relocation or furnace side-access up to $3,000 if mobility is documented. My friend with CP got a new side door and furnace tune-up last winter. Need SSDI letter, ramp photos, and contractor quote. The portal has an accessibility addendum: https://www.utilityassistance.org/ny/heap-ny/ – mark “disabled access.” Work done in one week; HEAP paid 100%. Furnace efficiency jumped 18%.
